The Netherlands is currently in the middle of a ‘medical disaster’ which is worrying after the disclosure of a large scandal on sperm donor abuse. This phenomenon was revealed by NVOG, the Dutch Gynecology and Midwifery Organization, which noted that more than 80 sperm donors succeeded in becoming the father of 25 or more children. This practice violates the rules that aim to protect children from the risk of incest and other detrimental consequences.
It is known that the Dutch set a maximum limit for the number of children who could be born from a sperm donor, namely 12 children. This rule was formulated in 2018, but only came into force in April this year. For this reason, a national registration system and coding has been implemented in order to enforce these provisions, which were previously not carried out well by many fertility clinics in the Netherlands.
Since the 1990s, the practice of deviations has existed when the law still allows sponsors to donate sperm up to 25 children per donor without strict supervision. However, the identity of the donor is not required to be disclosed, so this is a big challenge for the implementation of the law. With the prohibition of anonymous sperm donations since 2004, this situation has worsened.
One of the most striking examples of this phenomenon is Jonathan Jacob Meijer, a sperm donor who is believed to have become the father of at least 550 children worldwide. Meijer is one of the few “mass donors” identified. NVOG said he found at least 85 other mass donors, which resulted in hundreds to thousands of children may have many stepbrothers.
“The number of mass donors should be zero,” said Gynecologi Markele Schloonenberg in a TV program. This statement highlighted deep concern among medical personnel towards this situation. In fact, most of the sperm donors in the Netherlands are now biological fathers for between 26 and 40 children, with several individuals recording the number of up to 75 children.
In an improvement effort, NVOG is now preparing a retroactive national list for donors and mothers, so that each donor is not used for more than 12 conceptions. Unfortunately, many fertility clinics seem to deliberately ignore the rules, including the use of the same donor more than 25 times without the approval of the parties involved. Ties van der Meer, a member of Stichting Donorkind, called this finding a “medical disaster.” He revealed, “Public trust in the medical system and the government has been damaged. Not only children are affected, but also donors who experience more pressure.”
With a dense Dutch population, the threat to the practicality and welfare of children who might realize the number of their step siblings in the future is very real. For example, their potential to build romantic relations in the future becomes complex, where they need to do DNA tests to ensure they are not involved with close relatives.
This scandal illustrates the importance of strict regulations in the sperm donation system and the challenges encountered when these boundaries are not implemented correctly. The consequences of neglect of this policy not only include the challenges of legal and ethics, but also their impact on emotional and social welfare that will be felt by the generation of children who grow in this complicated situation. With the steps taken by NVOG, it is hoped that this crisis can be minimized in the future.
